Road Assessment for Class 3C/ 3CA Licence Holders

Course Information

Work Permit and S Pass holders with a valid foreign driving licence may convert the licence to a Singapore Class 3C/ 3CA driving licence (which allows them to drive Class 3/ 3A motor cars in Singapore) by passing the Basic Theory Test. With effect from 15 September 2025, all Class 3C/ 3CA driving licence holders will be required to pass a road assessment before they can proceed with Class 4/ 4P driving lessons. Those who fail the road assessment won’t be allowed to proceed with Class 4/ 4P driving lessons. Additionally, their Class 3C/ 3CA driving licence will be revoked, and they won’t be allowed to obtain a licence within one year of the revocation date.

Declaration of Support from Employer prior registration

Work pass holders holding a Class 3C/ 3CA licence must obtain official employer support before enrolling in the Class 4/ 4P driving course. Employers are required to submit a declaration via FormSG using their CorpPass. Upon successful submission, the Traffic Police will advise the employer on the subsequent steps for registering for the Class 3C/ 3CA Road Assessment.

Area of road assessment

The road assessment evaluates the participants’ overall competency to drive a Class 3/ 3A motor car in actual traffic conditions. Examiners assess key competencies including basic vehicle control (mirror checks, signalling, speed control, positioning), junction navigation, interaction with other road users, and adherence to traffic rules.

The road assessment operates on a point system where serious mistakes result in immediate failure, while minor errors accumulate points. To pass, candidates must demonstrate smooth, systematic driving and show they can safely handle various road situations and follow traffic rules.

Upon passing the road assessment, participants can enrol for the Class 4/ 4P driving course (depending on the selection in FormSG) at our Service Centre during operating hours. Enrolment can only be done 5 working days after passing the Class 3/ 3CA Road Assessment. The enrolment fee will be waived, but other fees apply.

Refund policy

Once registered, there shall be no refund for cancellation or withdrawal of the assessment. Postponement is not allowed.

Disclosure of Personal Data

Upon enrolment, I consent to the disclosure of my personal particulars, Name, NRIC, Passport or other Identification Number, Telephone Numbers, Email Address and any other information relating to myself to the Centre and to Government Authorities, Land Transport Authority, Traffic Police, Insurance Company and its agent issuing insurance coverage for myself and to any other interested or relevant parties.

Important Notes

If you have any serious traffic offences pending against you, you are advised not to apply for a licence. This is because if you are eventually disqualified by court from holding or obtaining a driving licence, the disqualification could be for all classes of driving licence including any newly acquired licence

  • If you have been awarded more than 12 demerit points, or have cases pending against you which will make you liable to be awarded a total of more than 12 demerit points, you will not be allowed to take a practical driving test
  • New driver who has two cases of not displaying distinguishing mark (triangular sign) against them, whether the cases are concluded or otherwise, will not be allowed to take a practical driving test
  • For foreigners who have been issued with a new identification number (from FIN to NRIC) before or after you have booked a test date, you are required to update the changes with the Traffic Police Testing Section and the driving school before the test date. Otherwise, you will be disqualified from taking your test.
  • SSDC Ltd and its employees will not be held liable for any accidents, injuries or death sustained in the course of training
  • Learners shall abide strictly to all the rules and regulations of SSDC Ltd including its amendments.

Any person guilty of using any threatening, abusive or insulting words or behaviour which results in harassment, alarm or distress shall be liable on conviction to a fine not exceeding $5,000 under the Protection from Harassment Act 2014.

SSDC may terminate or suspend the Learner’s enrolment with SSDC at any time at SSDC’s sole discretion if the Learner is in material breach of the Terms & Condition and/or display unreasonable or abusive behavior towards SSDC’s instructors and/ staff.
